Purshottam Sathe (Amrish Puri) is a very honest constable in a small town. His only ambition is that his elder son Shiva (Jackie Shroff) should become an Inspector and he should retire after saluting him. Shiva is being groomed for the job and engaged to be married to a rich girl Vidya (Aishwarya) after he gets the job. Everything is working out fine until a small incident disrupts the peace of the entire family.
One day Purshottam does not allow the son of a local M.L.A. to park his car in a no parking zone. As a punishment he is transferred to Kala Chowk-a basti in Bombay where Billa Gilani (Mukesh Rishi) is the underworld lord.
Purshottam sees a man being beaten by the henchmen of Billa. As a lawman, he intervenes. Billa starts beating him in the presence of entire basti. No one dares to stop him. Shiva can't stand his father being beaten. He joins the fight and beats Billa and his men. They land in a hospital.
Purshottam is worried. A police case against his son Shiva will jeopardise his chances of a government of job. However, Billa does not identify Shiva and the crisis is temporarily averted.
This incident changes the life of Shiva, he is hailed as a new DADA. Inspite of his efforts, local criminals and his own brother-in-law start collecting HAFTA... in his name. One thing leads to the other and though Shiva is running away from crime, he finds himself being dragged into it.
